Can You Play a European Game on an American Wii?

I want to get the new one piece game for the wii (unlimited cruise part 1) cause i loved the first one, can I import the game and play on it here or will the region lock apply. Also I heard that if you change your region from wii settings to europe or japan the wii will read those games is it true?

Some games have a symbol or word on them that tells you what country they're for. For PS2, only American PS2s can play games labeled NTSC. I don't own a WII
