It is highly likely that the limited edition 25th Anniversary Wii will come with Wii Menu 4.3…
As for space requirement for titles… here's some figures I've discovered when cramming WiiWare & Virtual Console titles on my own Wii + SD card.
* Gamesave Data: 1 – 120 Blocks… Most games only use 20 Blocks or less. I've only ran into 1 game that took up around the 120 mark & it was a WiiWare title that was only 80 Blocks (& ran into buyer's remorse). All VC titles will use 1 Block for "Interrupt Save" data. VC titles that have save support will be slightly larger (up to 4 blocks).
* Premium DLC: 1 – 40 Blocks… Most Premium DLC is under 10 Blocks. Final Fantasy Crystal Chronicles tend to go higher if you pick up everything.
* WiiWare Titles: 50 – 320 Blocks (Excluding DLC)
* N64 VC Titles: 75 – 300 Blocks
* SNES VC Titles: 20 – 120 Blocks
* NES VC Titles: 15 – 25 Blocks
* TG-16 Titles: 20 – 300 Blocks… TG-16 CD Titles (like Ys: Book I & II) are on the high end, otherwise most are under 40
* Genesis VC Titles: 20 – 120 Blocks
* Sega Master System Titles: 15 – 25 Blocks
NOTE: 1 Block = 128 KB or 0.125 MB… So 8 Blocks = 1 MB of storage.
Please be aware that the SD card channel has a 240 channel limit, which is hard-coded in the Wii Menu system… mostly to limit loading delays. You shouldn't need any more than a 4 GB SDHC card unless you like picking up premium DLC.
I will note that Super Mario All-Stars for Wii comes out on Dec. 11th for $30, which contains Super Mario Bros. games from the NES era with 16-bit graphics & save support… which is only $9 more than the VC total… as you mentioned you're planning on picking up the old Mario titles.

I'm not positive bt i think its like 50-100 and the red wii comes preinstalled with menu 4.3.
