It's not stealing just to mod your wii. Its not even stealing to playing burnt backup disks. It comes down to being illegal when you start downloading game backups for games you do not own, or selling any game backups period. (but then again I don't care about this matter and will answer your none stealing question with a great answer).
You can mod a wii to play backup copies of either disks or run them off a usb (I recommend the USB because the newer wii have a thing that keeps it from reading backup disks).
Go to this websight if you want to mod your wii. They will have you up and running in no time. There is no need in worrying about breaking your wii if you follow the instructions.

There is also the hardmod method which requires a chip to be installed in your wii. This you can google and find all over the place.

You need to mod your wii first. You can either buy a modchip or softmod it. However, if it is a newer wii bought within the last year, it is impossible because they made a new drive that doesn't read burnt discs.
Ive heard that you have to open your wii to do this and because nintendo send out updates to you wii it could mess it up, i wouldnt chance it
Yes, it's possible. And yes, given as you didn't even know that, I'm guessing you don't know much about the console. Which means if you try to hack it, you'll probably end up screwing up and bricking it for good.
It's also possible to look under the dashboard of your neighbor's car, twist a few wires together, and drive off. As long as you're going to steal, steal something worth your time.
