Suggestion:
I hate to burst your bubble here, but that's practically impossible.
While the Wii & the DS both have WiFi cards… they need software to communicate between them. That software has to be included in the Wii game so that it can broadcast it to the DS's, which download it through the "Download Play" option in the DS menu.
As you mentioned Pokémon… I will note that Pokémon Battle Revolution (Wii) is about as close as you'll get to what you want as trainers can connect their DS's to the Wii & use them to battle each other, which can give each trainer some level of surprise since actions are issued through the DS.
As for the potential of homebrewing, to make what you want a reality… it could happen, but it would require a lot of effort to develop the software for BOTH Wii & DS to work. However, it's highly unlikely due to the intensive debugging that would be required to make it enjoyable.

i think its imppssible. i dont know if the wii can do that but i really think its not. so sorry if i got your hopes up..
