Hello I Have A Nintendo Wii I Bought Street Fighter II Turbo On The Wii Virtual Console I Need To Restore My Wii To Factory Settings But I Don't Want To Loose My Street Fighter II Game I Downloaded If I Restore My Wii To Factory Settings Will I Have To Pay For The Game Again Or Can I Just Re Download It From The Wii Store For Free

The wii store keeps a record of all the games that you have purchased, so you should be able to redownload it for free as long as it is on the same Wii.
If you format (delete everything on) your Wii, then your Shop Account goes with it. You will need to purchase them again.
Your Wii Shopping Channel Account is a protected item on your Wii & is NOT affected by a system reset (to factory defaults). This was done so you can re-download all your purchased games in the process & usually the one thing people forget to delete when cleaning their Wii's for second-hand sales.
The only way you can delete your Wii Shopping Channel Account (& all the games attached to it) is to go into the Wii Shopping Channel options & select "Delete Account".

This is because it should say that you already purchased it and let download it again.
The only way you wouldn't be able to is if you delete your account.
