Suggestion:
if your opening a game parlour…why don't you just get all 3? but if it comes down to 1 maybe kinect will be best as you cant break the kinect but you might have to replace wiimotes and move controllers.

From a personal gaming standpoint, the PC is great if you have the money (and you will need a lot) to keep it on the cutting edge. From a business standpoint, the costs are very low to get the base models of the consoles which would give you a quicker ROI (Return on Investment), not to mention that the majority of people are used to playing with a controller rather than a keyboard/mouse combo.
There are also more games for the consoles, which if you have a parlor you will want to always have the newest games.
As far as motion controls. Kinect isn't out yet, so I can't comment on that, but if you have a Wii, then you shouldn't need the MOVE. The Wii has more games for it already, and it is to early to see if the MOVE will catch on since the library of games is too small at this point.
I would suggest taking a survey of people in your area, especially the target market you are trying to aim for to see what they prefer. That will give you the best input for the goals you are trying to accomplish.
Just don't get sucked into the fanboy rants that will most likely infect this post, since all the consoles and PC's are great in their own respect, each one serves a different gamer and for you; a different client.
Since I own all 3 I'd say ps move it has better games ,has better control, and can track your entire body. Kinect games suck, it doesn't track properly, the voice command doesn't work, it scans the wrong thing. Wii a good console you should just get it for the classic games. How do I have all 3 well my family is high up in Burger King which is giving away Kinects.
