If you "softmod" your wii with the homebrew channel, you can download a app called "DVD X"
It plays dvds from any country.
Just google, how to homebrew your wii.
Btw, softmod means modding your wii with software, so you dont have to buy anything, only a simple sd card.

You do know that for a player to play dvd's it usually needs to play licensing costs. Hardware seen the Wii is more then able to play dvd's. But! Nintendo didn't want to pay for the DVD/MPEG license so no dvd playback.
It is all an issue of licensing. And yes you can mod wii's so they might do such stuff. If you dare it..
