No, you CANNOT transfer your AC:CF data onto an SD card.
The wii saves using internal memory; it never requires using memory or sd cards to save.
You're not permitted to transfer ANY Wii data for a game that includes online support. The main reason is because it would mess up anything to do with your friend codes.
Like most games, you can only have one town (character, profile, etc) per storage medium, which cannot be copied AT ALL. Therefore, you can only have one AC:CF town saved onto your Wii.
I know this probably isn't what you wanted to hear but, unlike what everyone has been suggesting, is the truth. What you're going to have to do is tell your brother to stop, have your parents talk to him, or hide the wiimote and game when you're not using it because there is no other way.

it does help if you do get a memory card. just go to a nearest store (walmart, gamestop, etc.) and find an sd card to use. after that just insert it in the slot where the big slot for the game disc. by then just move the memory of the game to the sd card. once thats done, just take it out and let your little brother will have a new file to do and let him have fun. hope it helps. send me a message if you want to exchange friend codes with me
go to walmart or bestbuy ect. and look at the wii section for sd memory card, there are pretty cheap
